Ebike Mountain Illustrations, Royalty-Free Vector Graphics & Clip Art ...The updated New Jersey E-Bike Law, signed by Governor Murphy yesterday January 19, 2026, mandates that all forms of E-Bikes, including those with fully operable pedals and motor assist, are now classified as motorized bicycles.  The new law requires a rider to be 15 years of age and have a Motorized Bicycle license or possess a valid NJ driver’s license.  This new law also requires riders to register and carry liability insurance on their motorized bicycles.

WHAT IS COVERED

E-Bike Classifications

1. Class 1 & Class 2 – Maximum speed: 20 mph

2. Class 3 – Maximum speed: 28 mph; treated similarly to motorized bicycles

All e-bikes in New Jersey now require a licensed rider, state registration, and insurance coverage. These measures are intended to enhance safety, accountability, and responsible e-bike use on New Jersey roadways.

NEW REQUIREMENTS FOR RIDERS

Licensing Requirements

• Possess a valid NJ driver’s license, OR

• Be at least 15 years old and obtain a motorized bicycle license

How to get a motorized bicycle (Moped and Class 3 E-Bike) license
  • You must be at least 15 years old.
  • Visit a motor vehicle agency to complete an application for a moped permit.
  • Pass the 6 Points of ID requirements.
  • Pay the $5 examination permit fee. The MVC accepts American Express® card, Visa® card, MasterCard®, Discover card®, checks, cash and money orders.
  • Pass the knowledge and vision tests to validate your permit. Study by reading the Driver ManualMotorcycle Manual and Moped Manual.
  • You must practice with a permit for at least 20 days before being eligible to take the road test.
  • If you pass the road test, take your permit, ride slip and score sheet to a motor vehicle agency to receive your license.  The $6 license fee will apply.
    Note: If you have a basic New Jersey driver’s license, you do not need a moped license. You can ride a moped utilizing your driver’s license.

Registration:

• All e-bikes must be registered with the New Jersey Motor Vehicle Commission (MVC).

Registration
To register your motorized bicycle, please visit a motor vehicle agency with the following documents:
  • A Manufacturer’s Certificate of Origin (MCO).
  • Title or registration.
    • If the vehicle isn’t titled in the state of origin, you must obtain a notarized bill of sale from the previous owner that includes the following information along with a copy of the sellers’ registration and a picture of the vehicle identification number (VIN) plate or sticker:
      • Name of seller
      • Name of buyer
      • Date of sale
      • Make, model, year, vin number and the purchase price

Insurance:

• E-bike owners must carry liability insurance, similar to motor vehicles.
